Rosario G. Cartagena is a lawyer working in Health Law. Alongside a law degree from the University of Ottawa, Rosario has a Bachelor of Science from Brandon University and a Master of Science in Public Health from the University of Alberta.

After completing her graduate degree, Rosario was a post-graduate intern at the Harvard School of Public Health, specializing in human rights based approaches to HIV/AIDS and gender-based violence. During law school, Rosario was the president of the Health Law Society, worked with a professor in the area of international health law, worked with physicians at the College of Physicians and Surgeons of Ontario and the Canadian Medical Association, and was a Senior Editor for the Ottawa Law Review. Rosario has published articles for UNAIDS and in many journals, including the Journal of Adolescent Health, Health Law Journal, Risk Management in Canadian Health Care, BNA International: World Data Protection Report and Journal of Intellectual Property Law and Practice.

Rosario is currently an active volunteer with many arts-related organizations and the Human Rights Watch Network in Toronto. She is employed in house with a provincial health agency of the Province of Ontario, Canada.

Rosario is fluent in Spanish and has advanced language studies in French.
